In this report the authors propose a new model for governing the use of natural resources in British Columbia, one that is adapted to the particular challenges of B.C.’s economy, society, and resource base. We call this new model the Community Ecosystem Trust (CET). And we propose a new facilitative process to implement this model, one that supports the creation of local precedents and the reform of regulatory agencies.
